First setup or recovery

Use the one-use setup secret created by the attended setup command. It expires shortly. No email or personal name is needed.

Register a primary passkey, then a distinct recovery passkey on an independently available device or security key. Two credentials on one device are not independent recovery.

If setup was interrupted after the first passkey, sign in with that passkey and finish registration here. Financial data remains locked until both credentials are registered.
